UNOS issued a statement on Jun 13, 2018 that OPTN had planned changes for extra vessel labels for the second quarter of 2019.
As planned, in April the OPTN released a statement on the HRSA website:

According to the UNOS website you must use the new Extra Vessels label Beginning August 15, 2019.
There have been several other additional changes including the field UNOS ID now reads Donor ID.
UNOS has instructed that organ transplant facilities may use older labels that may still have until the end of the year (12.31.19), but must make the switch to the new label prior.
